You have a faulty windscreen heating element. The only way to resolve this is for the windscreen to be replaced.
It should clear both sides and the only bit that doesnt clear is a thin strip the middle of the windscreen.

I had to have mine reset and needed a new battery. It does work now but very rarely due to my very short trips.

How old is the car? as if its under 3 years it will still be covered by the manufacturers warranty.
It could be the unit or could be something else until you start taking it apart you wont know.
