Headlight Adjustment

Hi does anyone know how to adjust the height of the beam of headlights, not using the wheel inside the car?

I have installed some LED bulbs and I need to adjust them down a little.

The wheel being the only method of levelling the headlights.
The headlights are designed for H7 lamps so are not satisfactory for fitting with LED lamps.
As mentioned in a previous post, the LED replacements for H7 are currently not road legal.
